Public Comment: Ms. Shannon Foley regarding fundraiser for Annie (Former Bozeman Prosecutor) inviting volunteers. Mr. Gale shared information regarding Red Ribbon Week.

Approve Minutes
Minutes from June 26th: Motion to approve Ms. McLaughlin, second by Mr. Spencer. Approved.   

Business:
  • Jessi Malcom from Safe Kids, Safe Communities introduced herself and her Buckle Up Montana Coalition. Her programs promote arrive alive at 25 with MHP, child safety seat events, and provide ìnovelty itemsî to hand out at events.  To attend quarterly meetings for the Greater Gallatin Safety Coalition, please contact her to be added to the email list.
  • Governance Calendar:
  • Change November meetings to the 2nd Wednesday of the month to avoid a conflict with Thanksgiving holidays. Motion by Mr. Lachapelle to approve; second by Mr. Lieurance. Approved.   
  • Vote for officers in November, Chair, Vice, Secretary and Treasurer. Nominations: Ms. Dutro  would like to remain Chair. Mr. Lachapelle nominated Scott Swanson for Vice Chair. Mr. Barcus would remain Treasurer and Ms. McLaughlin Secretary. The vote will be at the November meeting.
  • Ms. Caplette distributed and introduce the new membership manuals. The cover was designed by Keri Thorpe, a new Task Force volunteer in graphic design.
  • Revised/updated Member Job Description: motion to approve by Mr. Barcus, seconded by Mr. Lachapelle. Approved.
  • The membership reviewed a proposed new member orientation process, where new members be oriented by an officer of the Executive Committee and a process where a Task Force member would mentor a new member. Terry suggested revisiting these at the November meeting.
  • Ms. Caplette gave the PI&E Work Group update
  • The group decided not to run a movie ad this holiday season. There will be a display of a Ski Sober, Drive Sober banner at the US Bank and First Security Bank displays over the winter.
  • The first DUI Task Force quarterly newsletter was released in August. The next will be released during the holiday season. The first issue required a major investment in time for formatting/design but should go more smoothly in the future.
  • Two poster projects are in process: "If you Drink and Drive in Gallatin County, We'll provide the Chasers" and "Choose Your Ride."
  • CEASE Awards Committee
  • Annual Events Calendar: trying to create a master calendar of community events that might warrant DUI overtime patrols in order to focus CEASE-funded patrols. The committee requested help to refine the draft list.  
  • The committee is working on bringing an ARIDE training to the county.
  • CEASE Awards:
  • MHP overtime patrol application returned for a more specific plan.
  • Megan's Car, the committee approved $500 toward towing the vehicle in this fiscal year.  
  • Best Practices Tour: The committee approved Mr. Swansonís $1,500 application for funding of  travel and lodging reimbursement for a Best Practices tour.
  • Budget Update: the first ìEdenî report for Fiscal 2014 was included in the meeting packet. Need to enter both the Fiscal 2014 information and the final information for Fiscal 2013 into the Task Force reporting structure.
  • Ms. Caplette gave an update on Mr. Swansonís Officer survey -- the beta version of the survey will be send in October.
  • Coordinator update:
  • Newsletter: it was a complicated task but turned out well. Ms. Thorpe helped edit it.
  • The annual report will be started soon, as well as research on DUI arrests from March and April 2012.
  • Ms Caplette completed a statistics class in order to have more grounding in working with data.
  • In October, Ms. Caplette will attend the Montana Non-profit Association conference in Missoula as well as the Montana Board of Crime Control conference in Bozeman.
  • Data Committee Charter: Ms. Caplette made suggested changes to the document to make the information clearer and more aligned with the purpose of DUI Task Force committees.
  • Mr. Lachapelle expressed concern over the changes, particularly the suggested deletion of "Direct the Coordinator to gather relevant data on DUI arrests and DUI crashes in Gallatin County, as well as statewide DUI arrest and crash trends."
  • The consensus was that further discussion is necessary. The Charter was tabled. Ms. Dutro suggested it be discussed by the Executive Committee at their October meeting, then brought back to the full Task Force in November.
